This is a very much overlooked question. When I see the general response to the Single-market Digital Agenda of Europe on this topic, most organizations seem to think that interoperability is good, period. Another take on this can be found at [What is at stake with interoperability - PUBLIC](https://public.zoethical.org/pub/what-is-at-stake-with-interoperability) : interoperability, taken out of context, is not enough to guarantee any progress, but can as well wreak havoc to the more fragile alternative communities.
